加拿大移民局最近改革的动作非常的频繁。在技术移民和投资移民上都已经进行了大刀阔斧的改革了。这次，“刀”伸向了留学政策。此次改革从2014年6月1号开始实施，其中包括八项大的变化。柯哥在网上一篇帖子的基础上，为大家作出深入的解释明。看看这次改革是否值得大家担忧。分析部分用红字放出。仅翻译了核心内容，细节请参照原文。以下均为个人想法，仅供参考。

　　背景和原因：

　　这次改革主要针对来了加拿大却不想学习，以学习名义逗留在加拿大“潇洒”的留学生。结合最近技术移民改革(参照EOI移民政策那篇帖子，即有能力在加拿大找到工作人才具有移民加拿大的资格)，和投资移民的“一刀切”分析。加拿大旨在从优秀和有能力的留学生中吸纳移民为加拿大的发展做出贡献。这个贡献包括用自己学到的职业知识和才智来建设加拿大;以及还有一个重要的，那就是纳税。这也是为什么加拿大最近喊停投资移民的原因。因为他们中，很少有人去工作，即不纳税。他们也没有用投资的钱，为加拿大创造出工作机会。即，对加拿大的税收没有太多贡献。这个新的留学政策对留学生是宽松了还是收紧了，请看下面八条的分析。

　　八项改革包括：

　　1.新政：Applicants must enrol in and continue to pursue studies in Canada. Failure to do so could lead to removal from Canada.留学生在逗留加拿大期间，必须要在校学习，不然会被驱逐出境。原政：Applicants must show that they intend to pursue studies in Canada when applying for a study permit.留学生只要表明留学意向就可以申请学签。柯哥分析：说此举防止留学生在登陆以后，不去学校报道，或者直接去打黑工的。个人推断，加拿大移民局在学生签证的过程中，对学生在登陆加拿大以后，是否真以读书为目的会有更为严格的审核。如果不好好读书，加拿大移民局会很生气，后果会很严重 – 驱逐出境。

　　2.新政：Study permits will only be issued to successful applicants who are pursuing studies at an educational institution that has been designated to receive international students.学签仅发给加国具有招收国际学生资格学校的留学生。原政：Applicants may apply for a study permit to pursue studies at any educational institution in Canada.学签可以发给在加国任何教育机构受教育的留学生。柯哥分析：这条是旨在保护留学生，防止他们误入不具备国际学生招收资格的学校，或者“野鸡学校”。

　　3.新政：Study permits will automatically authorize the holder to work off-campus for up to 20 hours per week during the academic session and full-time during scheduled breaks without the need to apply for a separate work permit. The study permit holder must be pursuing academic, vocational or professional training of six months or more that leads to a degree, diploma or certificate at a designated institution.基本上，受高等教育的全日制学生在学满六个月以后，就可以拿着学签去打工。即，学签=工签。但是工作时间每周不能超过20小时。原政：Study permit holders pursuing studies at publicly-funded and certain privately-funded post-secondary institutions must apply for an Off-Campus Work Permit to be able to work up to 20 hours per week off-campus during the academic session and full-time during scheduled breaks.留学生如果想打工，必须申请“校外打工许可”。柯哥分析：这一条是实实在在方便在校学生的。想打工的学生不需要再花时间申请“校外打工许可”(off campus work permit)。省钱省时间，至少省了[FS:PAGE]150加币和1个月的时间。

　　4.新政：Only international students who are pursuing studies at a secondary school or at a designated institution may apply for a Co-Op Work Permit if a co-op placement is an integral part of their course of study.学生只有在加国高等教育院校或者指定院校就读Co-op项目，才能被获得工作许可。原政：Any international student can apply for a Co-Op Work Permit if a co-op placement is an integral element of their course of study.学生在加国院校就读Co-op项目，就能被颁发工作许可。柯哥分析：此举同2，防止学生去了“野鸡co-op项目”。很多学校专业打着“co-op”的幌子招收学生，再加上留学机构的鼓吹，学生非co-op的项目不申请，甚至宁可去野鸡co-op项目。此举是政府为了规范当地教育市场，帮助留学生能更好的到加国受教育。加国的理念是，优质项目培育出来的优质学生才能为加拿大的发展做出更大的贡献，才能传播加拿大教育的口碑。

　　5.新政：Visitors may apply for a study permit from within Canada if they are at the pre-school, primary or secondary level, are on an academic exchange or a visiting student at a designated learning institution, or have completed a course or program of study that is a condition for acceptance at a designated learning institution.交换生和访问生可以在加拿大进内申请学签。原政：Visitors may not apply for a study permit from within Canada交换生和访问生不可以在加拿大进内申请学签。柯哥分析：此举是方便交换生和访问生延长在加国境内逗留时间，更好的完成交换和访问项目。

　　6.新政：A study permit becomes invalid 90 days following the completion of studies unless the foreign national also possesses a valid work permit or another authorization to remain in Canada.学生毕业后，学签的有效期只有90天。除非转工签或者其他合法途径，否则无法继续合法逗留在加国。原政：International students who have completed their studies but hold valid study permits can remain legally in Canada until the expiration of their study permit.只要在学签过期之前，学生都可以合法逗留在加拿大。柯哥分析：比如，小王的学签是到9月，然而他在1月就毕业了。他可以在学签过期之前不申请工签，而合法的逗留在加国，无所事事到9月再申请工签。新规定出台后，他必须在4月之前拿到工签。同样，如果小王想在毕业以后再读一个项目，他必须在4月之前进入项目读书。此举是旨在加快学生学签转工签，或者加快学生教育进程。防止毕业生在加拿大无谓的逗留。

　　7.新政：Registered Indians who are also foreign nationals may study in Canada without a study permit as they have the right of entry into Canada.没有加国国籍的原住民可以不用申请学签就可以在加国学习。原政：There are no references in existing regulations that clearly state that Registered Indians who are also foreign nationals are exempt from the requirement to obtain a study permit.没有说明原住民是否需要学签才能进入加拿大学习。柯哥分析：这个跟中国学生基本没有关系，也没有任何影响。柯哥还是解释一下。加拿大有很多原住民，即土着，或者印第安人。他们可能获得了他国国籍而放弃了加拿大身份。他们回加国读书就不需要签证。体现政府对原住民的特殊优待。

　　8.新政：Eligible international graduates will be authorized to work full-time after their studies are completed until a decision i[FS:PAGE]s made on their application for a Post-Graduation Work Permit.留学生在申请了毕业工签，但工签没有被批下来之前，就可以在加拿大合法工作。原政：Study permit holders are not authorized to work after the completion of their studies while awaiting approval of their Post-Graduation Work Permit。留学生必须拿到毕业工签才能在加拿大合法工作。柯哥分析：从申请到拿到毕业工签，需要一定时间。期间就算学生找到了工作也无法合法工作。用人单位如果无法等待，他们会把工作机会给可以立刻工作的人。

　　留学生只能眼睁睁的看着工作从自己身边溜走。这个改革是对留学生也是一个大大的方便。全文总结：总体来说，新的留学政策有四个大的方向改动。1)优化了留学群体。把教育机会给想踏踏实实在加拿大读书的学生。2)规范了留学市场。政府对选择留学生群体时更加明确。3)宽松了打工政策。全日制学生，学签=工签。不需要额外申请打工许可。4)加速了落实意向。学生在毕业以后三个月必须明确和落实自己的意向，比如继续读书还是换工签就业。不然就必须离开加国。 新政策对想踏踏实实在加拿大读书的学生来说，是更宽松了。结合新的技术移民和投资移民的政策，想通过自己的努力留在加拿大，变的更容易了。大家可以参考柯哥写的关于移民政策分析的博客，好好的指定合适自己的留学计划，朝着对的方向努力。
